Any attempt to add a new search engine plugin in qBittorrent 3.1.9 results in 'search engine plugin could not be installed' message.

This turns out to be a qBittorrent bug. It works, but only if you try to install by a web link. It will not work if you try using a local file. I was trying a local file. This ticket can be closed....
