Description
The rpm package is shipping without headers:

just curious, how did you come across this problem? which project is that? I never saw it.

Well, no, pardon, they are in place. Are you sure you installed libtool-ltdl-devel?

this package fixes my issue.
Indeed, this disappeared from 2.4.6 RPMs for some reason. It was there in 2.4.2. This needs investigation.
