Description
Port GNU texinfo 4.8 to LIBC. This is required for getting the binutils docs building since the previous port doesn't do symlinks.

This depends on ncurses (#66). Patches used in my texinfo 4.6 port (which was based on previous 4.1 work) has been applied.
Note. the sigblock test had to be disabled in configure.ac, it just doesn't work on OS/2 atm. Redoing the autoconf stuff will help here.
