SETLANG.CMD not working

Description
Installation on a german system defaults to american language interface. Running SETLANG.CMD tells that setting is "ger". I had to run "SETLANG DEU" to really switch to german - quite confusing.

At first I didn't want to spend a second on this cause it works as described in the help file. The script was not changes since ages. Moreover 'setlang /?' would show how to use it too.
But now as a quick hack I enabled help output with setlang.cmd even when no parameters are given. Hope this reduces confusion in future.
Anyone which does not like current behavior is invited to provide a better fix. It's simply REXX anyway.
