We should create a rpm which includes different tool needed to develop.
The ones I think of are:
- netlabs-rpmbuild*
- BldLevelInf.cmd

as we included in most tools automatic buildlevel creation this is not really relevant anymore. and the netlabs-rpmbuild bot is outdated since long. we might consider doing such a thingy later with latest toolset. but not really important atm.
