qpdfview ships with an old fntcfg2.dll

Description

People trying to use the fntcfg2.dll that ships with qpdfview with Mozilla apps experience a sys2070, eg

as _fcConfigGetCurrent was a recent addition. Fix is to ship with the latest or suggest people download it from hobbes or netlabs where it is available as a wpi in incoming/mozilla

because now (finaly) also ffox and those are using the dll i will remove it from distribution and add download info to the readme. this will happen with the upcoming 0.4.0 beta1 release.

i removed the fontconfig stuff in qpdfview_0_4_0.zip
