I had rpm-4.13.0-9 installed. Today, I performed the following updates:

Running RPM or PYTHON (YUM) crashes with the following in POPUPLOG.OS2:

Confirmed that when placing intl8.dll from gettext-0.18.1.1-7 in @unixroot/usr/local/lib/, RPM is again functional.
