Description
libicu-legacy-4.2.1-2.oc00.i686.rpm can't be installed by yum or ANPM:

The package is available and unpacking the DLLs manually works. libicu-legacy is required for AOO 4.1.1, as being adviced by Dmitriy in Mozilla issue 172.

It is perfectly installable here (two machines). Please try to do yum clean metadata
and yum install
again.
