Confirmed fixed in 2.82l (restore and maximize get focus - standalone). However, I tested this with the widget, and I am still getting the window on the top of the z-order, but not focused.

This seems fixed for the widget as well in 2.82r.

I use WarpNote. WarpNote creates three hidden instances:

Show all notes
Selecting Notes list from the taskbar displays the list, but it is not at the top of the Z-order (not focused). I still must click somewhere in the list, its titlebar, or its frame to bring it to the surface, even though it is displayed in front of other open windows.
If I Ctrl-Esc and select it from the desktop's window list, it is focused.
This may be a different issue, but I have always seen this behavior.
