Convert the core parts of the innotek gccos2 cvs to svn and load this into the libc svn repository.

Converted the important bits to a local svn repo on a linux box. All vendor branches and tags have been reorged too. Have successfully checked out the source (apache2/DAV) and built it on OS/2 using the tools tree from the cvs repo.
Creating dump for Adrian to load into the svn (svnadmin requires file:// access from what I can tell).
