Update installer to optionally overwrite existing text config files

This will be useful when the release contains newer versions and the user has done no personalization of of the older version. It also allows the user to revert to a pristine copy of the configuration file if desired.

John Small has taken over much of the wpi development due to the complexity of what is being demanded of the warpin install.
