Return error messages when external programs fail

Description
If an external program (ie a viewer) fails to run FM2 should generate an error message and ideally preform the function with an internal program (ie viewer) if available

search of code indicates that an error should be returned for all calls to external programs except for openobject. I have not found a example of this happening will close worksforme.
