ACPI Tools does not work with ACPI 3.12

The ACPI Tools setgetstate.exe and acpibattery.exe does not work with ACPI 3.12. My ThinkPad T42p always run with maximum speed. Additional it is not possible to poweroff. It looks like that most acpi tools are broken.
setgetstate show the list of possible state, but you can't change the state with for example "setgetstate 0 4". With ACPI 3.11 it is working. acpibattery freeze the system, the only operation that can be done after is to power off.
Additional it looks like that there is something wrong with APM.

I thought it is ACPI 3.12 in RC6?
