Computer stops boot on screen.sys. Upon hardware reboot it works fine

Description
All ACPI versions. Desktop computer PCCHIPS M811 Via KT266A + VT8235 chipset. ECS stops boot at logo screen(Screen.sys). If you use hardware reset button to reboot it will boot to ECS fine. Again very annoying. Occurs about 99% of time. Sometimes if I delete something when I shut down it seems to start up fine the next time or when I use Windows and shut it down it may start up correctly the next time. Even in these 2 cases it does not always start up the first time. If I do a reboot from ECS it will start up fine. This only occurs after a complete shutdown and turn off of computer.
