Just a task item to remove this no-longer-useful file.

Done with commit #1192. I took the easiest way - deleting most of the contents of these file(s) (file_id.diz and file_id_llaecs.diz). Currently I see no need or benefit in investing more time into changing all the build scripts/files to remove this file(s) completely.
