RFE: PCI should read pcidevs.txt

Description
Being able to read the "standard" pcidevs.txt file would make updating the program's functionality an easy process, requiring no additional work on the part of the development team.
Also, being able to maintain a single instance of pcidevs.txt (\ECS\install\DETECTEI\, in recent eCS builds) and being able to point SysInfo?/2 to that pcidevs.txt file would make updating both PCI.EXE and SysInfo?/2 easier.
