Rename Taskbar properties notebook tab to List, rename and reorganize General page

Description
The Taskbar tab in the properties notebook implies that its settings are specific to the Taskbar as opposed to the widget. We do properly document in the help the items which are applicable to both, but this is a little late, IMO.
The suggestion here is to rename this always-available (read: not hidden when the Taskbar has not been installed) tab to something more general, e.g., List, change the General page title to Appearance, and then divide the content between Common and Taskbar areas.

Reworked the properties notebook so only the settings relevant to the widget are present renamed the tab "Widget" when using the widget.
