Add ability to drag running program icons to reorder them

Description
I often find myself working with multiple desktops where all spreadsheets are open on one desktop and another app is opened in another and yet a third is opened somewhere else. Switching to the spreadsheet desktop is fine; all of those sheets are listed next to one another (I do not group icons). I can easily switch from workbook 1 to 2 to 3 based upon icon position.
However, if I subsequently open another, it will be listed to the far right of the running task list, away from the others. I'd like the option of being able to drag the new running program icon over to where it is most useful.
Perhaps the Group option would be a viable workaround, though I prefer to see all of my running tasks without having to click to get a vertical menu.
This same RFE holds for the widget behavior.
