gettext: charset conversion fails

Description
Message charset translation is not working correctly, non ascii characters are not translated at all.
This can be fixed adding the system codepage to LANG setting, e.g.
set LANG=it_IT.ibm850

this is also due to a wrong rpm, as also here we need the charset.alias file. with the right file all works as it should
