NewView install should replace \MPTN\BIN\VIEWHELP.EXE

Description
Anytime that \OS2\VIEW.EXE is replaced by the VIEWSTUB.EXE, \MPTN\BIN\VIEWHELP.EXE should also get replaced. Both IBM modules reference \OS2\DLL\HELPMGR.DLL and do not play well with the HELPMGR.DLL provided by NewView. I have already modified eCS MT to do the replacement, and it appears to work fine.
