Need ability to annotate PDFs

Description
Presently, Lucide has no facility for annotating PDFs (it is a viewer only, or can Save-As). Marking this core, as I do not believe that other formats have this capability, either.

no feedback from the reporter and the Lucide succeeder qpdfview has the ability. so i close that ticket.

Using a different application does not resolve this issue; reopening.
Moving from Core to Plugin: PDF.
poppler includes support for annotation (since 0.20.0). Documentation is available here: https://developer.gnome.org/poppler/unstable/PopplerAnnot.html
