change watcom makefiles to use wmake instead of nmake
This may be as simple as making some changes so that wmake works with -ms or may require entire rework.

Revision r9 allows makefile.wat to work with either nmake or wmake. For wmake requires -ms parameter, as in... wmake -ms -f makefile.wat
