Settings notebook should have tooltips

Description
It would be handy for the settings notebook to show tooltips. This is especially useful when setting configuration for the widget, for example, as the widget is modal (i.e., opening the settings notebook prevents accessing the context menu in the widget to request help).

Now that the Properties notebook itself has context sensitive help, this is no longer a major issue. Most options are clearly described (confusing and less-than-useful ones have been removed), and tooltips now seem superfluous.
Closing this as wontfix.
