Create Gotcha "quiet version (only accessible with print screen key combos)

Changes:

1. Consolidate settings removing snapshot and force file.
2. Make modified Gotcha main window 1st page of settings Remove settings and help buttons change "hide" to allow notebook to either close or reappear following capture.
3. PrnScr?, Ctrl+prnScr, Shift+prnscr all do the capture type set in the settings now works with VIO windows
4. ALT+prtScr opens settings can alter settings and do do a special config one time capture.
5. Save file names use window title in most cases
6. Turns PM print screen setting off on startup and if it was on back on on close.
7. Is an object window.
8. Add confirmation dialog for "screen region"
