This needs to be deleted or reworked as appropriate.

Since OpenWatcom is freely available and fm/2 builds quickly, there is really no benefit to maintaining the resource only build option, unless supporting it is trivial.

I removed this section. Since we moved to open watcom and SVN, I don't know if the resource targets even work. Also it makes more sense to download open watcom and build it all at this point.
