Check on drive scan that physical drive type hasn't changed

Description
We store the user set drive flags in the ini file with the assumption that drive x: will always be the same physical drive perhaps we need to check this and alert the user when the drive has changed so they can adjust the flags as necessary (this would need to be suppressible on a per drive basis for cases where they change frequently).
