Various build process improvements/corrections

1. Correct/improve the "all" and "dist" targets so they work as expected and do not skip files which need processing.

2. Reduce "clutter" in build output by, among other things, eliminating or reducing the amount of "header" output.

3. Improve ReleaseTool and ReleaseEdit to make them faster and more user-friendly (fewer pauses, improved option 0 (shell cmd line) and option 20 (set next version))

Addition: Discontinue SED.IN as a repository file. Instead, using WMAKE's write/append, rewrite it each time the Warpin script needs building. This allows the incorporation of the version strings in SED.IN which, in turn, simplifies the SED command line.

An additional problem is that the syms target doesn't build a sym file for fm3.exe
