Add "State at last FM/2 close" to the State combo box

Initially make it read-only, i.e prevent user from redefining or deleting the state.

Later, perhaps, add the option to redefine or delete temporarily. (FM/2 will continue to rewrite this state upon close as long as the setting for saving the DirCnr state says so.)

Changes have been committed which provide a read-only state in the States combo box.

A modifiable version may have to wait until the 3.11 release.

Further changes have been made which provides a warning message prior to deleting/changing the shutdown state if the "Save directory containers state" option is enabled in the settings.
