    3 No, IFS=... and DEVICE=... load as they specified, not DEVICE=... first, IFS=... second. IFS and DEVICE init routines are executed at one pass. But IFS'es are mounted later, at call=.../run=... load time (except for the boot disk IFS which FS_MOUNT is called by a minifsd, so, it executes at early stage).
