There are two possibilities to implement them:
- make them real, visible windows; create special presentation spaces for InputOutput windows with WinGetClipPS with no clipping of InputOnly windows (drawback: no top level InputOnly windows, complicated clipping)
- make them real, invisible windows: simulate MapWindow & Co., redirect input events when occuring above InputOnly windows to them
