Description
Move bin2c and the inc to mif converter to tools directory and modify makefiles for that change. Move clipserver/util to subdirectory since they are probably obsolete add VAC, OW, EMX make file if anyone actually needs them.

Need release build which builds the exe, xqs, sym, hlp files then creates the warpin package
