Standardize Media Folder help menu

Currently, for non-eCS builds, the Media folder's help menu is displayed as:

which essentially duplicates the help access between the first (non-standard) menu item and the third (F1); the first option displays only the mediafldr.hlp file, while the third loads that and wphelp.hlp). In fact, for non-EN builds, the IDSTR_MEDIAFLDHELP string ("Media-Folder Help" in EN) does not even seem to display, leaving us with a blank menu selection.

I recommend removing this topmost menu item and the separator beneath it, thus standardizing the help menu, doing away with the duplicated entry, as well as the (very non-EN) hyphenated object name.
