For a movie named xy.avi, there are two subtitle files, one named xy.idx
that starts with this line:

# VobSub index file, v7 (do not modify this line!)
#

and then has lot of lines like:

timestamp: 00:00:03:503, filepos: 000000000

The other file is named xy.sub and it is a binary file.

Seems this is VSFilter subtitle format, formerly known as VOBSub. From what I can see, home for VSFilter is http://sourceforge.net/projects/guliverkli/ and it is licensed under GPL.
