Plugin installation fails if nd.exe is not on path — at Version 1

The plugin installer fails if nd.exe is not on current path; this should not happen usually, but I don't have netdrive utilities on my path.

Fix is simple: 

NDFSDIR = value("NDFSDIR",,"OS2ENVIRONMENT")
NDFSDIR||'\nd.exe plugin install 'plugin'.ndp'
