    1  No dupes and C:\usr\lib is first on the LIBPATH. I once again deleted the \usr and \etc trees, but this time also deleted all \rpm and \yum folders in the \var tree, then re-installed the P4 WPI bootstrap package. This time it seems to be working properly again.
