That can be caused by having the animation option selected:
Right click on a blank spot on the desktop-> Properties-> eShutdown
tab, and click OFF both Animation before shutdown, and before reboot.
This problem was reported when RC5 appeared, I am amazed that they not only did not turn that off for shut down, by default, but now they have turned it on for reboot. I think that most users would prefer to not hang at releasing file systems, and they really don't care about watching a movie where the screen appears to be an old style CRT, with the fields collapsing.
