When running setgetthrtl, I get indication that it should work:

Possible for throttle setting Processor [CPU1]

    ProcId?: 0x1 P_BLK: 0x1010 P_BLK len: 0x6

Possible for throttle setting 
CPU0 throttling is disabled 
CPU1 throttling is disabled

But when I try to set different performance, I get an error: 

[c:\scrivania]setgetthrtl 0 20

Trottling set error rc=65283
