Rework Help menu

The amount of help files and menu items is too confusing.
After the basic docs about config will be ready, the Help
submenu should have these items removed:

o Quick reference
o View User's Guide
o View Technical Reference
o View NEPMD User's Guide
o View NEPMD Programming Guide

Most of that info is outdated. It should be replaced by new
help files (separate ones for users and programmers).

To keep things easy, I tend to create a single user help
file as .hlp to be able to both open it from the menu items
and also to read it like a normal .inf file. The programmers
file should be an .inf file.
