SaveDirCnrState does not delete "extra" INI keys when saving a previously existing state — at Initial Version

Description
When SaveDirCnrState? saves a state that previously existed any "extra" INI keys from the previous save are not deleted. For example if a state is saved with 5 open directory containers and then later that same state is re-saved with only 3 open directory containers, then there will be two sets of INI keys from the previous save that are not deleted.
